DOCUMENTS:
After a vessel is alongside the wharf it is boarded by the Sanitary Commission (for
the sanitary inspection of crew as well as for veterinary and phytosanitary inspection).
On completion of the sanitary inspection the vessel is boarded by the Control Commission.
The Master completes a Form of Declaration (4 copies) which, together with the Cargo
Plan, Manifest of Goods, Sanitary Certificates, etc., is handed to the representative
of the Agency. Within a maximum of 12 hours after performing arrival formalities,
the Master or Chief Officer completes the Declaration questionnaire at the Harbour
Master's Office. The following documents will be tendered which will be retained until
departure:

Note:
Crew Lists and Passenger Lists must be issued in 6 copies. If the vessel is staying
more than 12 hours in the port, Provisions Lists, Crew Effects Declarations and Bonded
Stores Lists should be issued.
PILOTAGE:
Pilotage is compulsory in all Romanian ports for all vessels. See individual ports
for details.
PRATIQUE:
All radio quarantine reports from vessels at sea should be forwarded to the Romanian
Port Health Authority via Constantza Radio at least 12 hours before the arrival of
the vessel. Messages must contain information concerning all infectious cases on board,
other than tuberculosis:
- name of vessel
- ETA
- port of departure
- time and date of departure
- last port of call
- number of cases of illness on board during the proceeding fortnight, with details of the illness
- number of deaths on board during the voyage which were not a result of accidents
- number of sick persons to be disembarked.

Notification of Dangerous or Polluting Goods on Board Ships (HAZMAT):
- The operator, Master or Agent of a ship, irrespective of its size, carrying dangerous or polluting goods and leaving a Romanian port shall, at the final moment of departure, notify in writing the information indicated below to the RNA.
- The operator, Master or Agent of a ship, irrespective of its size, carrying dangerous or polluting goods bound for a port or leaving a port or an anchorage located in territorial sea of Romania shall notify RNA, as a condition to enter a port or to anchor, the information indicated below at the latest upon departure from the loading port or as soon as the port of destination or the location of the anchorage is known, if this information is unavailable at the moment of departure.
- The operator, Master or Agent of the ship shall communicate the cargo information below to RNA. The information shall be transferred electronically whenever practicable.
Information to be Notified:
General Information:
- ship identification (name, call sign, IMO ID number or MMSI number)
- port of destination
- for a ship leaving a Romanian port: estimated time of departure from the port of departure or pilot station, as required by the competent authority, and estimated time of arrival at the port of destination
- for a ship coming from a port located outside the Community and bound for a port in Romania, estimated time of arrival at the port of destination or pilot station, as required by the competent authority
- total number of persons on board.
Cargo Information:
- the correct technical names of the dangerous or polluting goods, the United Nations (UN) numbers where they exist, the IMO hazard classes in accordance with the IMDG, IBC and IGC Codes and, where appropriate, the class of the ship as defined by the INIF Code, the quantities of such goods and their location on board and, if they are being carried in cargo transport units other than tanks, the identification number thereof;
- confirmation that a list or manifest or appropriate loading plan, giving details of the dangerous or polluting goods carried and of their location on the ship, is on board;
- address from which detailed information on the cargo may be obtained.
River Information System:
All European inland navigation countries are working on the development of an integrated
shipping guidance and monitoring system. The main objective of the RIS is to improve
safety, efficiency and environmental friendliness of inland navigation by means of
harmonised, interoperable and freely accessible aids and information systems for the
interior waterways.
Inland ECDIS:
Making available reliable and up-to-date electronic charts which meet European standards.
ECDIS contributes to the safety and efficiency of inland navigation and therefore
the protection of the environment. Moreover it reduces the work load of the skipper
compared to traditional navigation and information methods.
Electronic Ships Reports:
Vessel traffic services in Europe are linked to information gathering via various
systems. To relieve the fairway-user as much as possible, a system of an electronic
once-only report is being worked on. The skipper can then use one type of report that
is valid for the whole of Europe.
Notices to Skippers:
To enable an automatic translation of the most important contents of messages in all
languages of the participating countries, with a harmonised structure of data to enable
integration of messages in the voyage planning systems. Also a standard for height
of tide information will be made available. This information will be made available
to the inland barge community, among other things by use of web applications.
Tracking/Tracing:
Tracking and tracing will form the basis for both Vessel Traffic Services and future
RIS-services.

TUGS:
Towage in the roads and in the ports is compulsory for all vessels greater than 1,000 g.t.
See individual ports for other provisions or exceptions.
STEVEDORES:
Orders for stevedores must be made a minimum of 4 hours before starting operations.

MEDICAL:
There have been confirmed outbreaks of Avian Influenza in the Danube Delta in 2010,
and in previous years in Transylvania and Bucharest. The Romanian authorities have
taken measures to contain the outbreaks including restricting access to affected areas.
No human infections or deaths have been reported. The risk to humans from Avian Influenza
is believed to be very low. As a precaution, avoid visiting live animal markets, poultry
farms and other places where you may come into close contact with domestic, caged
or wild birds, and ensure poultry and egg dishes are thoroughly cooked.

EMERGENCY RESPONSE CENTRE:
MRCC Constantza is responsible for Romanian SRR in the Black Sea. The main tasks of
the Marine Coordination Centre (CMC) are:
- coordination of the search and rescue of human life at sea activities in the Romania responsibility area
- coordination of the activities for the prevention, investigation and response to pollution and any breach of the marine environment in the area of responsibility of the CMC
- Vessel Traffic Service.

REGULATIONS:
Special Regulations:
From the time a vessel enters the territorial waters of Romania until leaving the
zone (12 n.m.), flying of the Romanian flag is compulsory.
Only draft marks and load line may be painted in port, but with Port Authority permission.
Fines are imposed if other painting or maintenance carried out.
If a vessel must shift from one berth to another, according to the decision of the
port authorities, the Master of the vessel is to be advised in writing by the Agent
at least 2 hours in advance of such shifting. Refusal to perform the shift requested
by port authorities, is punishable with a fine by the Harbour Master.
In order to prevent the carrying of disease into the country by rats, Masters are
obliged to install ratguards immediately after berthing. Diameter of ratguards must
be at least 50 cm. If ratguards come off ropes due to wind or faulty fastening they
must be replaced immediately.
Dock working is not normally available from Saturday morning or the evening of a holiday
until 0800 hrs. on the following day or Monday following the weekend.
According to the custom in Romanian ports (not compulsory), shippers will accept Notice
of Readiness only after the vessel has been inspected by an official surveyor, who
issues a certificate stating vessel's fitness for loading. Survey charges are to vessel's
account.
The official survey is compulsory. When loading/discharging, tally charges are for
vessel's account.
Disposing of garbage overboard is not allowed in the territorial waters of Romania.
Failure to observe this rule results in penalties imposed by the Harbour Master. Discharge
of ballast and dirty water is not allowed. Once again, failure to observe this will
result in fines for pollution being imposed.
Sea Protests are to be issued (5 copies) and handed to the Agent or Agency Department
within 24 hours of the vessel's arrival. The Notes of Protest should include abstracts
from the Log Book containing details with regard to the respective situation. If the
Log Book is presented in a language other than English, 5 copies of translation into
English will also be necessary.
Protests with regard to damage caused during loading/discharging operations must be
handed over to Agency as soon as possible, but not later than 12 hours from the time
they occurred. The protest must contain the following items:
- time when damage occurred
- place of damage
- description of damage
- other details if necessary.
It must be stressed that any protests handed in later than 12 hours from the time
the damage occurred will not be taken into consideration by the port authorities.
EU MRV:
The EU MRV (Monitoring, Reporting, Verification) regulation entered into force on
1 July 2015, and it requires ship owners and operators to annually monitor, report
and verify CO
2 emissions for vessels larger than 5,000 g.t. calling at any EU and EFTA (Norway and
Iceland) port. Data collection takes place on a per voyage basis and started 1 January
2018.
The reported CO
2 emissions, together with additional data, are to be verified by independent certified
bodies and sent to a central database managed by the European Maritime Safety Agency
(EMSA). The aggregated ship emission and efficiency data will be published by the
EC by 30 June 2019 and then every consecutive year.
Ship owners and operators shall monitor the CO
2 emissions of their vessels per voyage conducted into, between and out of EU (and
EFTA) ports. A voyage is defined as any movement of a ship that originates from, or
terminates in, a port of call (EU port) and that serves the purpose of transporting
passengers or cargo for commercial purposes.

BANKS:
Carry Euros (EUR) in Romania. US Dollars (USD) and Pounds Sterling (GBP) are not always
easy to exchange for the local currency especially outside Bucharest. You may also
have difficulties using travellers’ cheques and credit cards. Romania is largely a
cash economy. While an increasing number of businesses do accept credit cards, use
cash due to the risk of credit card fraud. There is now a large network of ATMs that
accept standard international credit and debit cards.

CUSTOMS:
In circumstances where non-Community freight is entering the European Community territory
without Customs formalities, Romanian Customs in the Danube port will:
- check the status of the goods
- check and endorse the documents proving the Community origin status of goods
- perform Customs control of goods at European Community entrance
- supervise the transshipment of goods.
For foreign cargo in Romanian ports, a Romanian Customs Declaration is to be submitted
under national regulations.
Personal Allowances:
A small quantity of goods is permitted for each crew member from the bond. The quantities
for a 5 day period are:
Master: 400 cigarettes and two bottles of alcohol;
Rest of crew: 200 cigarettes and one bottle of alcohol.
Quantities in excess of these amounts are kept under Customs seal. To renew these
quantities from the bond, contact the Agent who will contact Customs.

AGENCY:
Agent in Romanian ports (private companies) may be appointed on long term contract
basis or occasionally, by letter or telex before ship's arrival in the loading and/or
discharging port.

When appointing Agent, owners must send vessel's name and flag, g.t., d.w.t., n.t.,
Suez Canal Tonnage, cargo quantity for port and operation type.
In required, Navlomar may also arrange supply of provisions, fresh water and small
quantities of bunkers at the roads, weather permitting, lashing and technical materials,
deck and engine stores.
Navlomar provides its own form of Bill of Lading.
